Garrett joined Clearwater Advisors in 2024 as a Senior Portfolio Manager where he manages high-quality fixed income portfolios across the duration and asset class spectrum.  Garrett focuses in the government sector where he helps clients with cash flow forecasting, investment policies, investment strategy and risk management practices.

Prior to Clearwater Advisors Garrett spent 12 years at the Oregon State Treasury as a Fixed Income Investment Officer and 4 years as the Chief Investment Officer at Government Portfolio Advisors.

Garrett is a CFA Charter holder, a Certified Public Accountant, and a Chartered Alternative Investment Analyst and received an MBA from the Kelley School of Business at Indiana University and a BS in Business Administration from Oregon State University.
